Vintage Green and Pink Floral Hand Painted Milk Glass Oil Lamp Base

This unique oil lamp base has a bright pink and dark green floral design hand painted on white milk glass.
It measures 7" wide and 5 1/2" tall. It is in good vintage condition with no chips or cracks, but there is moderate wear/age spots as pictured, and some rust on the metal top. Even with that, the flowers are still very vibrant. Please see all photos for condition details.
I have not been able to trace it's origin/maker, but based on the design and UV reactiveness of the glass, I would guestimate that it dates to the 1930's / 1940's time period. It may be a studio artist piece and not mass produced.
